Emily Stubbs

Head of Policy, Birmingham Chamber of Commerce

Emily Stubbs is Head of Policy at the Greater Birmingham Chambers of Commerce (GBCC), where she leads the strategic development of the Chamber's policy, research and campaigns activity. She works closely with businesses, policymakers, education providers and regional stakeholders to ensure that the voice of business informs decision-making at local, regional and national levels.
Most recently, Emily authored the 2026 Local Skills Improvement Plans (LSIPs) for both the West Midlands and Warwickshire, statutory documents funded by Skills England. Developed through extensive engagement with employers, further education providers and wider stakeholders, the plans set out priorities for aligning skills provision with employer demand and supporting long-term economic growth. Emily led the research and analysis underpinning both LSIPs, drawing on insights from more than 1,700 engagements with employers across the region.
Previously, Emily co-authored the 2023 joint West Midlands and Warwickshire LSIP and has subsequently led the production of annual Progress Reports, evaluating the work undertaken by Chambers of Commerce, training providers and partner organisations to implement the Plan's recommendations.
Emily also contributes to the annual Birmingham Economic Review, produced by GBCC in partnership with City-REDI at the University of Birmingham. In addition, she oversees and delivers bespoke research projects for businesses and stakeholders, examining topics ranging from transport connectivity and workforce development to digital innovation. These projects provide evidence and insights that support policy development, investment decisions and business growth.
Within the Chamber, Emily chairs the Business Growth Studio, an initiative helping small and medium-sized enterprises access the knowledge, tools and support needed to grow and thrive in a changing economic environment.
Emily joined the Chamber in 2017 as a Policy and Patron Adviser, specialising in education, skills, employment and business productivity. She holds a degree in Law from the University of Birmingham and is an alumna of the Uprising Leadership Programme.
