Both the Government’s Transforming Infrastructure Performance programme and the Transport Infrastructure Efficiency Strategy have a focus on benchmarking research and development as a key tool to drive increased productivity in construction projects, reduce the cost of construction and whole-life cost of built assets, reduce carbon impacts and enable faster delivery and greater certainty of construction projects. This paper presents the results of a literature review of the measures of performance used in research and by organisations engaged in the construction industry including utilities, road, rail, and residential projects at strategic, operational and tactical levels, especially those with particular relevance to comparing on-site and off-site construction. These measures might include initial cost, whole life cost, productivity, duration, quality, predictability, materials waste, efficiency, and carbon impact. It will also describe a survey exploring the similarities and differences between the metrics currently in use and assess the extent of the opportunity and potential benefits delivered from producing a set of common indicators that are acceptable across all construction projects, and the efficacy of existing data collection structures to allow comparable metrics to be consistently produced. This project is funded via the Transforming Construction Network Plus (N+). The N+ is funded by UK Research and Innovation (UKRI), an investment supported by the Industrial Strategy Challenge Fund (ISCF)
